Re-entries, suspending/ resuming drilling operations, deepening existing wells

Re-entry applies to any well that is abandoned (no wellhead) and that is proposed to be re-entered for any reason. Also re-entry applies to an existing well (with wellhead) on which ANY drilling is to occur such as for deepening or horizontal kick-out. Drilling reporting requirements apply for re-entries.

Drilling, monitoring and reporting

Advance notice of “NEW” rig: (a rig that has been racked, or coming from out of province, or another operator): Submit on the Wednesday AM Update as PREP TO SPUD or PREP TO RESUME using the OGC Secure Web site.

Advance notice of a rig that has never drilled previously in British Columbia: (Advise of rig name and number so the rig can be recorded in the OGC database): Advise by email or phone (250) 261-2055 or (250) 261-5791.

Spud Report and Rig Release Report: these reports are required, on business days, within 24 hours of spud and rig release, on business days. Submit as SPUD or RIG RELEASE using the OGC Secure Web site.

Wednesday AM Update: submit the status of each drilling operation weekly by midnight Tuesday. Submit as DRILLING, SUSPENDED OR RESUMED using the OGC Secure Web site.

End of Well Report: This report is required within 1.5 business days of rig release. Submit the End of Well Drilling Report AND list of formation tops as picked from logs. Submit by fax (250) 261-2050 or email attachment.

Kick Notification: Hole problems: If situation is deteriorating notify by phone (250) 261-5761. If situation is not deteriorating fill out the Kick section on the End of Well Report and Submit by fax (250) 261-2050 or email attachment.

Sealing off oil, gas or water

A well must not be drilled beyond any oil, gas or water stratum until that oil, gas or water is controlled by drilling fluid, casing or cement unless approval obtained from an authorized employee of the OGC.

Abandonment of cased hole wells

For a cased well, an Application to Abandon a Well must be submitted to the OGC Fort St. John Operations Engineering staff for approval before abandoning a well, along with sufficient information to confirm effectiveness of proposed program. Submit the Notice of Operations form prior to the start of cased hole abandonment and submit applicable flaring notification / application if necessary. Notification by phone 24 hr before cut and cap is appreciated.

Shipment of drill cutting samples

When shipping drill cuttings, a short description is required on a form provided to account for sampled intervals, intervals missing, well information, and company contact information. Drill cuttings are to be delivered to the Energy and Mines Geology Facility in Charlie Lake. There is a drop-off box for after-hours submissions.

Core Removal

Core may be removed from the Energy and Mines Geology facilities or from the Province for purposes of laboratory study that cannot be performed at the MEM Geology facilities upon approval by an authorized ministry employee. Approval is to be in the form of a submitted core removal application. Core must be returned within 4 weeks unless special permission for longer period is granted by an authorized ministry employee.

1. H2S >= 5%: Any amount of flaring, requires an Application for Flaring-Incinerating Approval and Notification of commencement of flaring. Also requires dispersion modeling.

2. H2S between 1% -5% requires modeling, if SO2 levels >900
µg/m3 an Application for Flaring-Incinerating Approval is required. Notification of commencement of flaring is also required.

3. A request to exceed the volume allowance threshold requires an Application for Flaring-Incinerating Approval

Initial well completions

Initial completion of a well may commence without approval, provided the well is not Special Sour, the Notice of Operations form is submitted within 90 days of drilling rig release, and the formation(s) to be completed are those to which the Operator has title rights. (Refer to Information Letter OGC 08-07).

Workovers, remedial work, completion

For wells of this category or any initial completion that does not meet the above requirements, a fully completed Application to Alter a Well form must be faxed to the OGC for approval at least 5 working days in advance of the anticipated start of operations. Under extenuating circumstances, verbal approval to commence a completion or workover may be granted by OGC Fort St John Operations Engineering staff (provided that operator has the right to be on the well by ownership or permission from owner of well) and must be confirmed by written approval with the Application to Alter a Well.

Thereafter, the OGC Operations Engineering staff must be notified prior to starting any completion or workover using a fully completed Notice of Operations form.

Cased hole abandonments

A chronological summary of the results of a completion, workover or cased hole abandonment must be reported. Submit 2 copies of the signed report to the OGC Resource Conservation Branch in Victoria within 1 month of completing the operations. Downhole schematic diagram and copy of detailed daily report must be attached. If service rig not used, a copy of service company’s report to operator may be submitted instead of detailed daily report. The company must also report details of surface abandonment before the well will be considered abandoned.

Commencement or suspension of operations

A notice of commencement or suspension of operations must be submitted to the Ministry of Energy and Mines, Resource Revenue Branch, Victoria within 7 days following the date a well is placed on continuous production, suspension or service. The Resource Revenue Branch will then forward it to the OGC Fort St. John staff.

Approval is required prior to major construction or modification at a production facility. Approval is also required for a well or facility to facility linkage change. Operation of a production facility after construction or modification must not commence without approval to operate is granted by an authorized OGC employee.

Drilling Waste Management

All open sumps and drilling waste disposals must be recorded and issued reference numbers using the web-based Drilling Waste Tracking System. For system access, please email the Waste Management Unit.

An operator wishing to maintain a sump for a period in excess of 12 months must apply to the Commission for written approval.

 Please submit the following to the the Waste Management Unit email, and include reference numbers in the subject line

• Drilling Waste Disposal Summary form and attachments, within 30 days of disposal or post-disposal confirmation sampling

• Wellsite Cleanup package, within 60 days of rig-release.

Note: Hazardous waste shall continue to be registered, manifested and tracked as described in the Hazardous Waste Regulation.

Site Remediation and Reclamation

Within 24 months of abandonment / decommissioning of a wellsite / testhole / facility, please submit:

• Application for a Certificate of Restoration - Part 1

• Schedule 1 – Site Profile

• Intrusive Assessment report

These documents will be evaluated to determine the need for a preliminary site investigation (PSI). Sites requiring a PSI, or a further detailed site investigation (DSI), require a Ministry of Environment notice/instrument of release to commence reclamation activities. If a PSI/DSI is not required, the operator should commence surface reclamation activities without undue delay.

After surface reclamation activities, please submit:

• an Application for a COR – Part 2

• A satisfactory reclamation inspection report or Schedule B Site Assessment if sites are within the Agricultural Land Reserve (ALR)

• letter of release from the landowner for sites on private land

• a copy of the MOE notice/instrument, if PSI/DSI is required
