Q: What is KERMIT?
A: KERMIT (Knowledge, Enterprise, Resource, Management, Information, and Technology) is the BC Oil and Gas Commissions new database
application that will provide industry with an electronic
submission process for pipelines and facilities.
Q: When does KERMIT 'Go-Live'?
A: As per Information Letter
OGC 017-13 Electronic Submission Process for Pipelines and Facilities, all Pipelines and Facility Applications and
Engineering Notices (eg Construction Starts, Pressure Tests, Notice of Intents etc) will require mandatory
digital submission effective Monday July 23, 2007.
Q: Why do I need to use Kermit?
A: You will need access to KERMIT to perform
the following fuctions as of July 23, 2007:
- Submit Pipeline and Facility Applications (New, Revisions, Amendments
and Field Changes)
- Submit Pipeline and Facility Construction Starts, Pressure Tests, Leave-To-Open's or As-builts.
- Submit Pipeline and Facility Notices of Intent
- Respond to all inspection deficiencies and submit suspended well
inspections
- Submit Winter Stream Crossings
- Search Pipeline Projects and Facility Sites
- Manage user account security
Q: Does this affect ePASS?
A: No, access to ePASS and ePASS requirements have
not changed.
Access/Security
Q: How do I access KERMIT?
A: You can access KERMIT After July 23, 2007 via our webpage. If you have an existing account with the OGC, this will allow you to
access the new system. You can set up a new account in the same manner
in which you currently do via our webpage

Q: How is security managed in Kermit?
A: Companies can designate individuals within their organization as
Company Administrators to manage their user accounts and contact list.
Oil and Gas Proponents dealing with the OGC will be able to assign both
people within their organization and those outside of it (eg Land Agents
and Engineering firms), various security roles to deal with the
different aspects of their business:
- Application Submission rep, Engineering Notice Submission rep,
Winter Stream Crossing rep, Drilling Results rep; Inspection rep and

Q: Can industry submit digital
as-cleared plans?
A: As-Cleared plans can be uploaded as an
attachment at the time of LTO submission
Q: Can BC20/21 forms be
electronically submitted for NOI's that require them?
A:
Yes. BC20/21's can be
uploaded on the NOI attachment tab.
Q: Can the AAIF be
made into an online form?
A: Not at this point, but the OGC will consider it for a future
enhancement to KERMIT.
Q:
Do engineers need to sign-off on As-Built drawings?
A: Yes, As-Built
drawings require an engineer seal and signature to be present on the
electronically uploaded file.
Q:
I understand that pipelines have Project Numbers and facilities or locations now have Site Numbers. When I search for the Site Number, no match is found?
A: During the conversion into KERMIT, Pipeline Project Numbers have not changed and can still be searched using that original number. Due to the necessary programming of KERMIT, new Site Numbers had to be established for all pre-existing Project Numbers. These pre-existing Project Numbers can still be searched in the box identified as IRIS Project #. Once the search is complete, KERMIT will display the new Site Number. This situation only occurs for pre-KERMIT Project Numbers that are for facilities. Any new electronic application will identify the new Site Number only.
Q:
When I search old Project Numbers to find the new Site # - no matching information is found?
A: IRIS Project #’s are designed for five digits. If the number you are searching is only 4 digits, place a zero (0) in front of the number.
