INSPECTIONS |
The Compliance and Enforcement Branch conducts site inspections of wells, facilities, pipelines and sumps to verify compliance with Regulations.
These inspections are recorded on the Site Inspection Report form.
Sites have been identified for over 14,000 locations in British Columbia where oil and gas activity occurs. Historical records of inspections for these sites are maintained by the OGC.
Company inspection contacts are informed by fax of OGC Web Application Logon.
Company inspection contacts must have an account on the OGC Web Application Logon which records their name, title, address, phone number, fax number, cell number and e-mail address. The system will then email them a userID
and password. Access to site inspections is restricted to those
accounts where an authorization letter has been submitted to the OGC
by the company Vice President of Operations. There must be no more
than two contacts for each oil company. These people will be
responsible for submitting remedial actions for inspections as well
as submitting suspended well inspections. Management will be
responsible for updating the OGC with contact information.
Operators conduct inspections of OGC Web Application Logon.
OGC inspectors conduct Site Inspection Report form. Inspection deficiencies, recorded on this form, will result in a deficiency letter being faxed to the Company Inspection Contact responsible for the site.
Company inspection contacts are required to report remedial action by the required correction date to the OGC Inspector, using the OGC Web Application Logon.

The Operator User Guide describes the method of ranking deficiencies as minor, major or serious.
Company Inspection Contacts are required to report remedial action by the required correction date to the OGC Inspector, using the OGC Web Application Logon.
If the remedial action response is not received by the required correction date, a second notice will be sent out for immediate action.
If a response to the second notice is not received or an extension is not applied for immediately, enforcement action will be taken.
Operator compliance history is a component of the risk managed assessment for scheduling site inspections.

Company inspection contacts submit a suspended well inspection using the OGC Web Application Logon.
Regulations for suspended wells are found in the Drilling & Production Regulation Sec. 43. Inspections must be done on a 1, 2, or 3 year cycle depending on the current status and production history of the well. The wells that must be inspected can be viewed at the OGC web application logon.
Sites have been created for managing the inspection of oil and gas wells, facilities, pipelines and sumps. A single site has been created for all wells, facilities, pipelines and sumps with the same operator at the same legal location. A site has a location and one operator. All inspections for the site will be sent to the operator’s inspection company contact. This person is responsible for electronically submitting all remedial actions for deficiencies.
Sites must be ground proofed to confirm that the OGC has an up-to-date record of the wells, facilities, pipelines and/or sumps located at the site. A ground proofing form is provided for Operators to record site equipment for submission to the OGC.
Operators can review sites, as well as inspections, wells, facilities, pipelines and sumps at these sites by using the OGC Web Application Logon.

In the interest of making the most effective use of inspection staff, a risk managed approach has been developed for scheduling site inspections. An overview of the risk managed inspection program will be provided in the near future.
