      EXTENSION RULES

Inspection Extension Guidelines

  1. The granting of an extension will be the exception, not the rule.
  2. Extensions for major and minor deficiencies should be requested at least one week prior to the required correction date.
  3. Only one extension will normally be granted.
  4. All requests for extensions must state sufficient rationale, and any complicating factors, in order to evaluate the request. State the reason for the extension and a realistic date to be extended to. Supporting documentation to substantiate your request should be available upon request.
  5. Each extension will be considered on it’s own merits and are at the discretion of the inspector.
  6. Deficiencies are required to be corrected by the ”Required Correction Date” on the faxed “Site Inspection Report” and on the OGC web application logon, “Outstanding Inspection Deficiency Report”.
  7. Extensions will not be granted where there is a significant hazard to health, safety, or the environment.
  8. When extensions are granted, only an adequate time limit will be given to complete the work.

Considerations

Inspectors will take several factors into account, including the following, when granting an extension:
  • Access to lease
  • Season of work
  • Risk and consequence to health, safety, and environment
  • Company action plan
  • Compliance history
  • Availability of equipment and labour
  • Documentation/justification supporting the request

Appeals

Appeals on a decision for an extension can be made according to the Pipeline Regulation, Section 23. An appeal can be submitted to the Chief Inspecting Engineer. A further appeal can be submitted to the Commissioner.
