   OIL AND GAS COMMISSION
      BACKGROUND INFORMATION
“Regulating oil and gas activity”

  • through fair, consistent, responsible, and transparent stakeholder engagement;
  • for the benefit of British Columbians; and
  • by balancing environmental, economic, and social outcomes.
 

OGC Purpose

The purposes of the OGC, outlined in Section 3 of the Oil and Gas Commission Act, are briefly summarized as follows:

  • Regulate the oil and gas activities and pipelines in British Columbia;
  • Provide for effective and efficient processes for the review of applications related to oil and gas activities or pipelines, and to ensure that applications that are approved are in the public interest having regard to environmental, economic and social effects;
  • Encourage the participation of First Nations and aboriginal peoples in processes affecting them;
  • Participate in planning processes; and
  • Undertake programs of education and communication in order to advance safe and efficient practices and the other purposes of the Commission.

Commission Structure

As of February 2008, the structure of the Commission is organized as shown in Figure 1 below.


The structure was recently adjusted to provide a flatter executive reporting relationship with more definite organizational divisions.  In the new structure, the operations responsibilities of the previous Deputy Commissioner position are distributed among three division leads:
  • Leader, Project Assessment and Compliance Assurance (PACA)
  • Leader, Regulatory Affairs and Consultation (RAC)
  • Leader, Engineering

Support services to the Commission are distributed between:

  • Leader, Corporate Services (CS)
  • Leader, Corporate Affairs (CA)

OGC Statutes and Regulations

The OGC was defined and enacted under the Oil and Gas Commission Act (Bill 32).
